Tracking DOGE was created and is managed by Amb. Joe O. Rogers. Amb. Rogers was U.S. Ambassador to the Asian Development Bank under Pres. Ronald Reagan. Prior to that appointment, he served as Executive Director of the House Republican Conference and Chief of Staff to Congressman Jack F. Kemp. On behalf of Cong. Kemp, he wrote the original Kemp-Kasten Amendment.
While working for Congressman Kemp, he was responsible for the international finance, development and foreign aid portions of the Foreign Operations Subcommittee of House Appropriations, of which Kemp was Ranking Member.
Amb. Rogers earned his Ph.D. in Economics from Duke University and has taught economics and finance at Duke University, The University of Western Australia, Wake Forest University and the MIT-Fudan International MBA Program in Shanghai. He was a founding director and chairman of both The Taiwan Fund Inc. (NYSE:TWN) and The China Fund Inc. (NYSE:CHN).
